In the US, 74% of employees quit to pursue their calling in another field. We're not quite there yet, but it's still possible that employees will leave your job because they find an employer who supports their interests - whether at work or after. If you don't have the means to finance that calling, you may still be able to help them by giving them the time and energy to do it outside of work.
If participation in your employee engagement program is declining, there could be two reasons: either your program is boring or it is too easily accessible.

Motivating employees is always quite easy when you go beyond the purely material. But creative innovation alone is not enough; employee satisfaction particularly benefits from regular doses of innovative change.
The second factor can also be a reason why your program isn't working. If the wellness benefits are too easy to achieve, your employees may take them for granted. Then it's time to kill off programs that aren't working and bring them back in a different form. Scarcity is an excellent way to increase employee appreciation.
