Alexander Olshansky: As for the regulatory function, I think that even now the assumptions of many government officials that they regulate something are greatly exaggerated. This is due to the speed of change in the world we live in. In general, for me the very idea of government regulation, so large and comprehensive, is somehow unnatural, because "if you want to make God laugh, tell him about your plans." Therefore, I think that regulation is an illusion that there are some people who manage our lives. That is, they can manage it very locally, but in the long run this is not true at all. There were no people up there who dreamed of the collapse of the Soviet Union, and it just fell apart. No matter how they regulated, it didn’t work out – the system is too complex. You can regulate a little, like, for example, not giving out frequencies for 4G in Ukraine and there is no 4G connection in Ukraine. But this will not last long. No matter how you regulate, 4G connection will appear anyway. And if 4G connection doesn’t appear, then some other connection will appear.

There is an illustration of this. Everyone knows that watches are made in Switzerland. I wonder why watches are made in Switzerland? Because some regulation, in this case religious, not state, prohibited the Swiss from wearing jewelry. And since watches are not jewelry, all the energy of people who wanted to create jewelry, wear jewelry, give jewelry, etc. was directed at this object, which was actually turned into an object of jewelry art. This is an illustration of the regulation.
