Can HubSpot even be used in China?*
The short and clear answer is: Yes! HubSpot is not (currently) blocked by the Chinese "Great Firewall" and can therefore be used in China. For companies that want to use HubSpot CRM to manage their global sales and marketing teams, this is ideal as they can use the same system as the rest of the organization. Using the German and English interface is not a hindrance for your Chinese team.
