You should also stick with keywords that have both low volume and low KD. They may not bring you much traffic, but they can be very helpful in getting your niche ranked high on Google for those keywords.

If any of your questions have no searches or low volume, don't discard them yet. They are probably too long, but they contain a popular keyword. Keep all your questions in a separate tab called "Backlog" and come back to these questions when you start creating a post. These questions will help you find headings or subheadings for your posts.

When mapping keywords, don't think about titles yet, but keep the end goal in mind. The goal of this model is to surround the future pillar page with related cluster content.

HubSpot calls pillar pages "Ultimate Guides," which provide a comprehensive overview of a broad topic. Cluster content would include a series of related posts on more specific topics and keywords that are still related to the pillar's overall topic, but in a more narrow way.
