Important: DI is issued through 14 banks, between which state financing is distributed. The terms of the 2 percent mortgage are such that the borrower pays the bank only 2% per annum, and the rest is compensated by the state. The list of banks where you can get such a loan includes Sovcombank - here they offer a loan at 1.9%.

When reviewing applications, financial institutions evaluate borrowers according to standard criteria, so they can refuse. There are special conditions for obtaining a mortgage at 2%. The applicant must:

have Russian citizenship;
work with official registration or have their own business;
work at the last place for more than 3 months or run a business without losses for more than 2 years;
have a salary that is enough to cover mortgage payments and standard expenses.
The bank issues a pledge on the real estate that the DI participant buys, or issues an apartment/house in any part of Russia as collateral.

Young people who previously took out a mortgage for mail lists by zip code housing in the Far East and who meet the project criteria (age, official marriage, or minor child) cannot refinance an existing loan - DI is issued only for a new loan.

Sovcombank makes apartments on the primary and secondary markets available to families with children with state support.

The DI program is aimed at purchasing real estate in cities, towns, and villages in the Far Eastern Federal District, Magadan Region, and Chukotka.

a plot for individual housing construction.
For those who took out land under the Far Eastern Hectare program, DI allows them to build housing on this plot. Such a borrower provides documents confirming the right to the land. Project participants purchase houses/apartments from companies or legal entities if we are talking about an urban settlement, and in rural areas the seller can be anyone, including an individual.
