Google started modifying titles back in 2014. At that time, Matt Cutts posted a video answering the question of why Google ignores the original title text and uses different text instead. Matt Cutts explained that Google wants the title in the snippet to be somewhat relevant to the search query. This is important information, because Google has previously referenced this approach when defending the current rewriting of the title tag.

Shortly after the update was launched in August 2021, some SEOs took to Twitter to point out poorly written headlines in search results. “While many of the headlines that were rewritten made sense and likely didn’t negatively impact performance, there were many (far too many) examples of poorly written headlines,” says Lily Ray of Amsive Digital. We think that our new system creates titles that better describe what the documents are about as a whole, regardless of the specific query.”
